中文摘要：随着以福建为主体的海西建设列入国家战略发展规划，福建的基础设施建设力度逐渐加强。2013年，中交集团与福建省福清市签订战略合作框架协议，投资350亿元用于城市综合体建设，包括建设基础设施和环境综合整治工程项目。然而，如何进行项目筹资并有效规避风险，成为中交一公局面临的第一大难题。本案例通过对中交一公局福清PPP项目的计划、风险评价和项目投资决策过程的回顾，引导学生应用项目投资理论，对经济高质量发展时期的固定资产投资机会分析、基础设施项目投资需求及投资风险分析等问题结合案例进行研究。

英文摘要：As the construction of the Haixi with Fujian as the main body is included in the national strategic development plan, Fujian's infrastructure construction has gradually strengthened. In 2013, CCCC signed a strategic cooperation framework agreement with Fuqing City, Fujian Province to invest 35 billion yuan in the construction of urban complexes, including the construction of infrastructure and comprehensive environmental improvement projects. However, how to raise funds for the project and effectively avoid risks has become the first major problem faced by China Communications First. This case guides students to apply project investment theory through the review of the planning, risk evaluation and project investment decision-making process of the Fuqing PPP project of the China Communications First Public Administration, and to analyze the fixed asset investment opportunities and infrastructure project investment needs in the period of high-quality economic development And investment risk analysis and other issues combined with case studies.
