蛇口春雷：时间就是金钱 效率就是生命

20世纪80年代，深圳蛇口工业区率先提出“时间就是金钱，效率就是生命”的口号。这句口号曾被誉为“冲破思想禁锢的春雷”，在神州大地广为流传。

In the 1980s, the slogan of “Time is money, efficiency is life” was first put forward in the Shekou Industrial Zone. The slogan was once hailed as “the spring thunder that broke through the confinement of thought” and was widely circulated throughout the country.

改革开放之初，深圳河北岸的宝安县农民与南岸香港农民的年收入相差70倍之多。时任蛇口工业区建设指挥部总指挥袁庚深知，从香港到蛇口，虽是一河之隔，但两地思想观念却有着天壤之别。1982年，袁庚在从香港公干回蛇口的路上，想了几句口号：“时间就是金钱，效率就是生命；顾客就是上帝，安全就是法律……”后来，蛇口工业区管委会选择了前两句做成标语，竖立在通向香港班船码头的道路旁，目的是让香港同胞知道：蛇口是讲效率的。

When the reform and opening-up policy was adopted, the annual income of Hong Kong farmers was 70 times that of their counterparts in Shenzhen. The two cities are separated only by the Shenzhen River, but for Yuan Geng, founder of the Shekou Industrial Zone, while Shekou is only a river away from Hong Kong, the mentality of the people in the two places is a world apart. In 1982 on his way back to Shekou from Hong Kong after a business trip, Yuan came up with a few slogans: “Time is money, efficiency is life. Customers are God. Safety is law…” The first two lines were later chosen by the Shekou Industrial Zone Management Committee as the zone’s slogan, and was printed on a billboard along the road to the ferry terminal in Shekou. Its intent was to show investors from Hong Kong that Shekou values efficiency.

这句口号已深入蛇口人的观念中，成为了行动的准则。档案资料显示，1983年，日本三洋电机有限公司想在蛇口工业区办厂，派了一个7人代表团，预计花费一周时间商议投资建厂。但经双方商谈后，仅用3天时间就完成了全部手续的办理，一个半月后，三洋电机（蛇口）有限公司投产。

The slogan became ingrained in the mindset of Shekou people and had become a guideline for action. In 1983, intending to invest in a factory in Shekou, Japan’s Sanyo Electric Co. dispatched a delegation of seven executives to Shekou for business negotiations. Archival materials show that the Shekou Industrial Zone authority took only three days to complete all the paperwork regarding the investment of Sanyo, and one and a half months later, the Sanyo Electrics (Shekou) Co. Ltd. started operation.

1984年，邓小平同志来到蛇口工业区视察，袁庚提起了这句口号，随后邓小平同志回京，充分肯定了这一口号。同年10月，“时间就是金钱，效率就是生命”出现在新中国成立35周年庆典的游行彩车上，并由此响彻全国。

Yuan later shared the slogan with Chinese leader Deng Xiaoping during Deng’s tour of Shekou in 1984. After returning to Beijing, Deng endorsed the slogan, which was printed on parade vehicles during the celebration of the 35th anniversary of the founding of the People’s Republic of China in October that year, and has since become known nationwide.

2010年，在深圳经济特区建立30周年之际，深圳发起了“深圳十大观念”评选，“时间就是金钱，效率就是生命”排名第一。这句口号体现了一种新观念，那就是深圳人在党的领导下，敢闯敢试、敢为天下先的勇气、魄力和智慧，深圳日新月异的发展速度也正是对“时间就是金钱，效率就是生命”的最好诠释。

The slogan was voted first in a list of Shenzhen’s Top 10 Concepts to mark the 30th anniversary of the establishment of the Shenzhen Special Economic Zone in 2010. The slogan embodies a new mentality, which is the courage, boldness and wisdom of Shenzheners, who, under the leadership of the Party, dare to break new ground and take the lead in carrying out reforms. The fast development of Shenzhen is also the best representation of the slogan.
