USG2260双机热备配置后主备不断切换问题

1. 检查光纤和光模块都是没有问题的，用到别的设备上面都工作正常；

2. 时钟的信号记录正常，同步工作；

3. 环回口的测试正常；

4. 与其它设备的固定正常网口相连都没有问题，就是板卡之间连接的网口有问题；
