the new high level structure (HLS，体系的高层次架构），可以简单理解为，Annex SL是一个ISO标准的「模板」（template），后续起草的新标准，均将使用这一高层次架构，即：

这一架构最早的运用来自PAS 99（(整合管理体系的框架-通用管理体系要求的规范)， 这一标准的目的是：

许多组织已经或正在采用正式的管理体系标准(MSSs), 例如BS EN ISO 9001, BS EN ISO 14001, BS ISO/IEC 27001, BS EN ISO 22000, BS ISO/IEC 20000, BS ISO 22301 和BS OHSAS 18001。

PAS 99:2012希望已经实施两个或更多管理体系标准(MSSs) 的组织能够采用。采用PAS 99旨在简化多体系标准的实施, 且从长远来看,组织引入在ISO Annex SL概述中提到的管理 体系的新原则时,需要满足联合的符合性审核。

最早采用Annex SL的ISO标准，是ISO 22301:2012（业务连续性管理体系）和ISO 27001：2013（信息安全管理体系）。2015年9月23日发布的ISO 9001:2015和9月15日发布的ISO 14001:2015，均是采用此架构。即将在2016年10月份发布的ISO 45001（代替现有的OHSAS 18001:2007）也会采用此架构。

采用Annex SL，对组织来说的益处在于：

Annex SL will save any organization seeking to adopt MSS time and cost. Because standards such as ISO 9001 and ISO 14001 have similar intents but different structures, text and terminology, they are more difficult to implement together. And while there are tools such as our own integrated standards documentation* (which helps eliminate this duplication effort by creating an Integrated Management System or IMS), there has been a call to streamline the certification process for multiple standards adoption. In addition, there is an opportunity for ISO to infuse new concepts across multiple MSS. These concepts include enfranchising customers, suppliers and impacted communities into the quality process; the shift toward service-oriented businesses; and the extension of digital aids to serve what are often geographically and organizationally dispersed workgroups.

An IMS can streamline a businesses operations by merging different areas of compliance. For example, combining quality, environmental and safety into a single IMS requires less resources and is more likely to succeed than maintaining separate management systems for each. Standards can either be combined or integrated. An Integrated Management System integrates two or more standards from different disciplines into one. (example: ISO 9001, ISO 14001, OHSAS 18001)
