You're opening a command prompt. You need to open a Powershell window.

Do the following:

Press your Windows Key and type Windows Powershell

Click "Run as Administrator" to open it.

Acknowledge the UAC Prompt (Click Yes)

You will get a window that looks like a command window, but with a (by default) blue background and white text with a prompt that looks like the following:

Enter your Powershell Commands in that window.
