总台央视记者：据报道，截至5月23日，中老铁路已累计发送旅客1600万人次。有评论称，中老铁路增进了两国和地区的贸易旅游联系，但老挝当地民众能否实实在在受益还有待观察。请问发言人对此有何评论？

　　CCTV: According to reports, the China-Laos Railway has served 16 million passengers as of May 23. Some say while the railway has boosted trade and tourism links between China and Laos and the wider region, it remains to be seen whether it delivers tangible benefits to the local people. What’s your comment?

　　毛宁：中老铁路开通一年多来，确实是客货两旺。一个多月前，中老铁路开通双向国际旅客列车，从昆明到万象实现朝发夕至，进一步便利两国民众往来，也极大地推动了旅游和经贸合作。

　　Mao Ning: The China-Laos Railway has seen booming passenger and freight services since it became open to traffic over a year ago. Last month, cross-border passenger trains started running in opposite directions departing from Kunming of China and Vientiane of Laos respectively. A one-way journey takes less than half a day. This has made people-to-people exchange much easier and given a strong boost to the development of tourism and trade cooperation.

　　你关心中老铁路对老挝民众的影响，能不能从中受益，我也可以介绍一些情况。

　　You asked whether the China-Laos Railway delivers benefits to the local people. I can share with you the following:

　　中老铁路带动了当地就业。铁路开行以来，累计招聘老挝员工3500多人，在物流、交通、商贸、旅游等行业间接增加就业岗位10万余个。得益于这条铁路，越来越多老挝山区的青年可以走出大山，拥抱世界。

　　The China-Laos Railway has been a boon in terms of employment. Since its operation started, the railway has employed more than 3,500 Laotian staff and created over 100,000 jobs indirectly by catalyzing progress in logistics, transportation, trade and commerce, tourism and other sectors. Thanks to the railway, more and more young people in Laos have the opportunity to travel beyond the mountains where they have always lived.

　　中老铁路促进了贸易往来。通过铁路向中国出口的老挝、泰国货物高达326万吨，很多东盟国家的货物都搭上了这条黄金运输通道。如今，老挝的糯米、泰国的榴莲只需要3天时间就可以出现在中国消费者的餐桌上。

　　The China-Laos Railway has given a strong boost to trade. The railway has sent 3.26 million tonnes of exported cargo from Laos and Thailand to China. Transportation of goods from many ASEAN countries have also benefited from this golden transportation route. Today, it only takes three days for glutinous rice from Laos and durian from Thailand to reach the tables of Chinese consumers.

　　中老铁路也非常重视环境保护。在建设和运营过程中，始终把环保放在至关重要位置。铁路对沿线6处自然文化保护区域进行绕避，不占用老挝国家级保护林，全线绿化总面积超过300万平方米，确保老挝的绿水青山一如从前。

　　Ecological conservation has been a top priority during the construction and operation of the China-Laos Railway. The railway avoided going through six natural and cultural protection areas and protected forests at the national level. The total greening area along the railway is over 3 million square meters. All these efforts are aimed to ensure that the beautiful natural landscape will not be affected.

　　中老铁路是共建“一带一路”的缩影。我们愿同地区国家一道，继续共享互联互通带来的机遇，实现共同发展、共同繁荣。

　　The China-Laos Railway is an epitome of China’s Belt and Road cooperation with the world. We aim to share more opportunities generated by connectivity with regional countries to achieve development and prosperity for all.

路透社记者：几个西方国家以及美国公司微软的分析团队周三表示，一个中国黑客组织近期对美国的各种关键基础设施，包括关岛进行了攻击。请问外交部对此有何评论？

　　Reuters: Some Western countries and the analytics team of the US-based Microsoft said on Wednesday that a Chinese hacking group recently launched attacks against US key infrastructure, including in Guam. What’s the foreign ministry’s comment?

　　毛宁：我们注意到有关报道。这是一份东拼西凑、证据链严重缺失、极不专业的报告。我们还注意到，美国家安全局等政府机构以及英国、澳大利亚、加拿大、新西兰等国相关机构也同时发布了类似报告，很明显这是美国出于地缘政治目的发动“五眼联盟”国家采取的集体虚假信息行动。

　　Mao Ning: We noted this extremely unprofessional report – a patchwork with a broken chain of evidence. We also noted that the US National Security Agency (NSA) and the cybersecurity agencies of the UK, Australia, Canada and New Zealand, almost simultaneously issued similar reports. Apparently, this has been a collective disinformation campaign launched by the US through the Five Eyes to serve its geopolitical agenda.

　　众所周知，“五眼联盟”是世界上最大的情报组织。美国家安全局是世界上最大的“黑客组织”。他们联手发布虚假信息报告，本身就很讽刺。

　　It’s widely known that the Five Eyes is the world’s biggest intelligence association and the NSA the world’s biggest hacking group. It is ironic that the Five Eyes jointly released a report filled with disinformation.

　　至于某些公司此次参与其中，说明美国除政府机构外，还在拓展新的散布虚假信息渠道，这不是第一次，也不会是最后一次。但无论如何变换手法，都改变不了美国才是“黑客帝国”的事实。

　　The involvement of certain company in the report you mentioned indicates that the US is using additional channels to spread disinformation other than through government agencies. This is not the first time – and certainly not the last time – for them to do so. Whatever their subterfuge, it will not change the fact that the US is the champion of hacking.

　　我记得，去年9月中方有关机构发布报告，详细披露美国家安全局网络攻击中国西北工业大学情况。美方应当立即就有关网络攻击行为作出交待，而不是散布虚假信息，转移视线。

　　I remember that last September, details were revealed about NSA’s attacks on China’s Northwestern Polytechnical University in a report issued by Chinese institutions. The US should explain immediately about its cyber attacks and should not spread disinformation and detract attention from what it had done.

塔斯社记者：昨天，中国政府欧亚事务特别代表李辉在柏林与德方讨论乌克兰危机。他表示，中方支持欧洲国家从危机根源入手，寻找标本兼治之道，为欧洲大陆长治久安作出努力。外交部能否进一步介绍有关情况？中方如何看待乌克兰危机根源？

　　TASS: Chinese Special Representative for Eurasian Affairs Li Hui said yesterday at a meeting with the German side on the Ukraine crisis in Berlin that “China encourages European countries to start looking at the root causes of the crisis to find a way to sort out high and low priorities, and supports their efforts to ensure long-term stability on the European continent”. Could you share more with us on that? What do you think is the root causes of the Ukraine crisis?

　　毛宁：乌克兰危机本来是一场可以避免的悲剧，发展到今天的地步，教训惨痛，值得各方深刻反思。乌克兰危机的本质是欧洲安全治理矛盾的大爆发。在乌克兰危机上，中方始终按照事情本身的是非曲直决定自身立场。我们始终坚定站在和平一边、站在对话一边、站在历史正确一边，始终致力于劝和促谈。中方愿同国际社会一道，继续为推动乌克兰危机政治解决发挥建设性作用。

　　Mao Ning: The Ukraine crisis is a tragedy that could have been avoided. But it has come to where it stands today. There are painful lessons that all parties should truly reflect upon. The Ukraine crisis is essentially an eruption of the problems built up in the security governance of Europe. China always makes its own judgment independently based on the merits of the issue. We stand firmly on the side of peace and dialogue and the right side of history. We have been and will remain committed to promoting talks for peace. We stand ready to work with the international community to continue to play a constructive role in seeking a political settlement of the Ukraine crisis.

法新社记者：即将离任的巴拉圭总统昨天表示，巴对与中国开展贸易持开放态度，但不会改变与台湾的“外交关系”。发言人对此有何回应？

　　AFP: The outgoing president of Paraguay said yesterday that the country is open to trading with China, but would not switch diplomatic allegiance from Taiwan. Do you have any response to the statement?

　　毛宁：世界上只有一个中国，台湾是中国领土不可分割的一部分。一个中国原则是公认的国际关系准则和国际社会普遍共识。182个国家在一个中国原则基础上同中国建交，充分说明坚持一个中国原则是国际大义、人心所向、大势所趋。有关国家应看清大势，选择站在历史正确一边和绝大多数国家一边，尽早作出符合本国根本和长远利益的正确决断。

　　Mao Ning: There is only one China in the world and Taiwan is an inalienable part of China’s territory. The one-China principle is a universally recognized norm in international relations and a prevailing consensus among the international community. The fact that 182 countries have established diplomatic relations with China on the basis of the one-China principle demonstrates that standing up for the one-China principle is the right thing to do. It has the overwhelming support of the international community and represents the trend of the world. Relevant countries need to see the prevailing trend of the world, choose the right side of history together with the overwhelming majority of countries and make the right decision soon that serves their fundamental and long-term interests.
